Virgil Welch serves as Special Counsel to Chairman Mary D. Nichols at the California
Air Resources Board. Prior to joining ARB, he was an attorney at Environmental Defense
Fund in Sacramento, California where he focused on the organization’s legal and policy
efforts related to the implementation of Assembly Bill 32, the California Global Warming
Solutions Act of 2006.
He is a graduate of the University of Texas School of Law and the Lyndon B. Johnson
School of Public Policy in Austin, Texas.
