Please place your comments/reasons for position underneath (if any). 1. ISO Rules a) Amended The AESO is seeking comments from stakeholders with regard to the following matters: 1. Please provide your comments relating to any technical deficiencies identified within the proposed amended Section 103.4. Stakeholder Comments and/or Alternate Proposal AESO Replies th In the context of the AESO’s Revised TCM Rule Implementation Paper published on July 8 , 2014 and th per the AESO’s request for comments relating to technical deficiencies as outlined in its October 7 , 2014 Consultation Letter, Capital Power submits the comments below regarding the proposed amendments to ISO Rule Section 103.4—Power Pool Financial Settlement. The fact that Capital Power makes this submission and does not respond to other proposed changes herein should not be taken as indicating Capital Power’s agreement with or support of the AESO’s proposed broader implementation approach. Capital Power reiterates that modifications to several elements of the general transmission constraint rebalancing mechanism are necessary to ensure an effective long term solution and encourages the AESO to reconsider Capital Power’s comments submitted on August 1, 2014. Capital Power submits that proposed subsection 7(1) of ISO Rule Section 103.4 requires clarification specific to the energy volumes (as defined by terms “A”, “B” and “C”) used in calculating the payment of Transmission Constraint Rebalancing. In particular, the energy volumes defined by proposed terms “B” and “C” are unclear. Please provide clarification with respect to these two terms and an example illustrating how the AESO intends on calculating Transmission Constraint Rebalancing payments.
