“transmission constraint rebalancing”
means the delivery of energy from a pool
asset on the downstream constraint side
of a transmission constraint in response
to that portion of an energy market
dispatch it receives to restore the energy
and supply balance on the interconnected
electric system due to measures taken to
mitigate a transmission constraint.

Rationale
In the course of developing the
proposed Amended Transmission
Constraint Management Rules,
the AESO determined that a new
defined term, Transmission
Constraint Rebalancing, should
be adopted for inclusion in the
AESO’s Consolidated
Authoritative Document Glossary
(“CADG”). Please provide your
comments relating to any
technical deficiency that would
arise as a result of the use of the
New Transmission Constraint
Rebalancing Definition.
Stakeholder Comments and/or Alternate Proposal
In the context of the AESO’s Revised TCM Rule
Implementation Paper (the “Implementation Paper”)

published on July 8 , 2014 and per the AESO’s
request for comments relating to technical deficiencies
th
as outlined in its October 7 , 2014 Consultation Letter,
Capital Power has no comments regarding the
proposed new Transmission Constraint
Rebalancing definition. The fact that Capital Power
has no comments should not be taken as indicating
Capital Power’s agreement with or support of the
AESO’s proposed rebalancing mechanism as
described in the Implementation Paper. Capital Power
reiterates that modifications to the proposed
mechanism outlined in the Implementation Paper are
necessary to ensure an effective long term solution
and encourages the AESO to reconsider Capital
Power’s comments submitted on August 1, 2014.
