WORKSHOP ON STRATEGIES FOR SUSTAINABILITY
IN THE FIELD OF OFFICIAL STATISTIC
The Workshop on sustainability strategies in the field of official statistics was held from1 to 3,
December 2010, in Lima, Peru, at the General Secretariat of the Andean Community (CAN General
Secretariat). It was cosponsored by INE of Spain, EUROSTAT, the Secretariat General of the Andean
Community and the National Institute of Statistics and Informatics (INEI) of Peru.
The meeting was attended by government experts from Argentina, Belize, Colombia, Costa Rica,
Chile, Ecuador, Spain, El Salvador, Italy, Mexico, Paraguay, Peru, Dominican Republic, Uruguay
and Venezuela, officials of ALADI, CENTROESTAD, ECLAC, Eurostat, PARIS21 and
the General Secretariat of the Andean Community. Annex I is the list of participants.
AGENDA
ITEM 1: Latin American experiences in promoting sustainability strategies in the field of Official
Statistics.
ITEM 2: Statistical programs and plans at national and supranational levels.
ITEM 3: Identification of the structural weaknesses of training and experience-sharing tools
necessary for developing a sustainable and coherent strategy of official statistics in Latin America.
After the exchange of experiences and opinions of the participants, as a result of the meeting the
participants adopted the ten recommendations of Lima.

Lima, Peru
Conclusions and recommendations
Participants of the Workshop on strategies for sustainability in the area of Official Statistics, held from
1 to 3 December 2010 at the headquarters of the General Secretariat of the Andean Community
(CAN General Secretariat), urged regional statistical bodies to recommend relevant
national authorities to adopt the following measures:
1. Advocate with political authorities and decision makers for the urgent need to provide stability to
the national and regional statistical offices; to strengthen their legal and institutional frameworks
and ensuring the professional independence of the statistical authority, its leadership and
continuity; and giving support to the work that is being carried out to count on a code of good practice
in the region.
2. Encourage the development of regional and national medium and long term strategies in order to
contribute to the sustainability and comparability of official statistics, taking into account the
institutional vision and mission previously defined.
3. Consider that the main aspects of the strategies that contribute to sustainability are political
commitment at the highest level, the appropriate legal framework, institutional coordination of the
actors of statistical systems, human resources, financial and technological resources, processes of
statistical infrastructure, quality, education and training.
4. Insure the sustainability of the statistical plans linking with national strategies and regional
development, taking into account that statistics is an essential tool for decision making.
5. Adapt human and financial resources to the needs and competencies of the institutions
producing official statistics in the region, providing them with stability over time, following the
recommendations of United Nations for statistical organizations.
6. Strengthen the infrastructure of national statistical systems, with special emphasis on the
development and use of directories, sampling frames, mapping and standardization within the
context of the technological advances available.
7. Promote ongoing communication strategies that stimulate a continuous dialogue between
producers and users of statistical information.
8. Link regional statistical plans and national statistical plans.
9. Empower the Knowledge Transfer Network (KTN) and promote its use among countries. In
particular, by updating the inventory of training centers, identifying areas of excellence and best
practices, updating networks of trainers, increasing financial resources, the use of on line learning
tools and improved coordination of the various initiatives at national and international fields.
10. Request to the Chair of the Executive Committee of the Statistical Conference of the Americas,
the presentation of these recommendations in its Tenth Meeting to be held in April 2011, for
discussion and possible adoption.
Development Meeting
At the beginning of the meeting, the Secretary General of the Andean Community, Contreras said a
few words of welcome to all participants and made a reflection on the importance of Statistics in the
Andean Community, in the same way, Renan Quispe, head of INEI, Peru; Antonio Martinez, Deputy
Director General of International Relations of INE Spain, and Ernesto Azorín, Chief, Section of
Statistical Cooperation for Latin America and Asia EUROSTAT, inaugurated the event.
Ernesto Azorín explained the program and began the development of the agenda,

ITEM 1: Latin American experiences in promoting sustainability strategies in the field of Official
Statistics.
1. Presentation of EUROSTAT, by the Head of the Section of Statistical Cooperation for Latin
America and Asia, Ernesto Azorín. He highlighted the importance of statistics as tools to meet the
needs of developing new policies.
2. SGCAN Presentation, by the Statistical Program Manager, William Lecaros. He presented the
plan for sustainability of the Andean Community, based on in legal, political, structural, technological
and financial instruments.
3. Presentation of MERCOSUR, by the Director of Planning and Statistics Coordination General
Direction of Statistics, Surveys and Census, Paraguay (DGEEC), Elizabeth Barrios. She presented
an overview of the Specialized Meeting of statistics (REES) of Mercosur, including the background
and objectives of the group and the main thematic areas of statistical work.
4. CENTROESTAD presentation, by the Director of Planning and Analysis of the SG-SICA, Ernesto
Torres Chico. He explained the structure of the Central American Integration System, the creation of
CENTROESTAD and also the use of Regional Strategic of Statistical Development (ERDES) as
instruments to enable the development of a Regional Statistical System.
5. PARIS21 presentation, by the Head of Programs for Latin America and Caribbean, Anna Sarotte.
It presented the phases of developing a sustainable National Strategic of Statistics (NSS) which
highlighted the importance of political commitment in the development of statistics.
6. Presentation of DANE, by the Director, Jorge Bustamante Roldan. He presented the Centro
Andino de Altos Estudios CANDANE detailing their background, components, objectives and
functions, and likewise identified training needs in the field of population, the strengthening of a
network of trainers and courses related to the use of technology in statistics.
Thursday, December 2
ITEM 2 Statistical programs and plans at national and supranational level
1. Presentation of ECLAC, Mr. Máximo Aguilera, Economic Affairs Officer, regarding the experience
of this institution in the promotion of sustainable strategies in the field of official
statistics, concluded with these important aspects:
• The need of a leadership and their continuity of the direction team. of the NSO
• Promoting the importance of statistics for decision making.
• Promoting demand for statistical information.
• Guide the development of technical assistance to build internal capacity within the agencies of
the NSS.
• To strengthen the statistical infrastructure of countries.
• Develop monitoring and evaluation system for plans and strategies implemented
• Formulation of goals to be achievable, measurable and relevant.
It was reported that are about to define a code of good practice in statistics at the Statistical
Conference of the Americas (SCA), and that have been submitted to the Interamerican
Development Bank in the context of regional public goods projects, two projects related to the
Integrated Household Survey and the System of Environmental Statistics.
2. Presentation by EUROSTAT, by the Head of the Section of Statistical Cooperation for Latin
America and Asia, Ernesto Azorín. He illustrated the process of European statistical plan,
highlighting:





The process begins a year and a half before the end of the current plan, but assures the

draft that is discussed with the member countries for review and approval.

3. Presentation of the INE of Spain, by the Deputy Director General of International Affairs, Mr.
Antonio Martinez, who discussed the development of statistical plan in Spain and how it is
linked in its development with the European Statistical Plan, highlighting the following:

The National Statistical Plan of Spain aims to cover 80 percent of the reporting requirements
established by the European Union, and is held every four years.

Is a process based on the choice of sectors for analysis, carry out a diagnosis of the situation
in each sector and identifying recommendations. These recommendations are the basis for
National Statistical Plan which set out their priorities.

This is done in coordination with UN agencies, at a national level, linked as producers or
users of statistical information through surveys. The NSO coordinated with various ministries
and national institutions involved in the production of official statistics in each sector.
4. Presentation of Italian Statistical Office (ISTAT), in charge of the International Relations
Coordinator, Marina Gandolfo, presented the Strategic Plan for Italy, highlighting:

The articulation of the National Plan with the requirements of the European Commission's
statistical information, updated annually, organized into 8 fields of statistics, and performs
through quality circles.

In this process, coordinated by the ISTAT are involved and linked the organizations in question
as producers and users of the national statistical information.

The performance of three-year strategic plans, highlighting the quality and innovation
committees and research.
5. Presentation of INEI Peru, by the Chief of INEI, Renan Quispe, on the case of Peru on the
National Strategic Plan for Statistical Development. He explained the three main areas to be
implemented for the development of statistics in Peru. This includes the commitment and
participation of stakeholders, care priority information needs and monitoring of their
implementation.
6. DGEEC Presentation, by the Director of Planning and Statistical Coordination,. Elizabeth Barrios
regarding the National Statistical System of Paraguay. She explained the legal statistical
framework, the statistics that are currently produced and the strategic plan DGEEC, which seeks to
transform this institution into a leading NSO of the NSS.
7. Presentation of the DIGESTYC of El Salvador by the General Director, Miguel Angel Corleto. He
presented CENTROESTAD advances and their implications for national statistical plans which
highlights the possibility of obtaining funding, address the need for technical assistance and projects
of regional harmonization.
8. A taskforce is built a group composed of representatives of various international, regional and
national efforts to develop a draft list of recommendations as a result of the workshop. At
international and regional organizations will be represented by: PARIS21, ECLAC, and SGCAN
EUROSTAT, and national level involving some of the current members of the Board of the
Knowledge Transfer Network (PSTN): Dominican Republic, Mexico, Colombia and Spain.
Friday, December 3
ITEM 3 Identification of the structural weaknesses of training and experience-sharing tools
necessary for developing a sustainable and coherent strategy of official statistics in Latin America.
1. Presentation of the INEGI, by the Director of Development and International Best Practices,
Ricardo Rodríguez López. He explained the Transfer Knowledge Network of SCA and presented
the website of this network. He also spoke of the inventory of international statistical standards
developed by the INEGI as a tool for statistical development, and finally informed the participants
about the international seminar is conducting INEGI and offered to make available to NSO of the
region the content of these seminars.
2. Presentation of the INDEC of Argentina, by the Deputy Coordinator of Population Censuses and
Training, Maria Sol Padin. INDEC presented approach to curriculum design as well as the work
program and the procedures for issuance of the training. She explained the process involving
technical and professional training which takes into account a diagnostic study that locates the needs
training.
3. CENTROESTAD presentation, by the Director of Planning and Analysis of the SG-SICA, Ernesto
Torres Chico. He outlined considerations for the strengthening of human resources as
well as stages for the establishment of HR training system
4. ONE presentation, by the Manager of International Cooperation of the National Statistical Office of
Dominican Republic, Clara Báez, concerning to the Identification of the structural differences of
training and tools for exchanging experiences; she also highlights a statistical analysis of
sustainability in the Dominican Republic.
5. Presentation of the INE of Spain, by the Director General of International Affairs, Antonio Martínez
Serrano. He exposed the structural identification of training needs and the response of the INEFIIAPP, highlighted the role of INE-FIIAPP in training, identifying training needs and demand-driven
development of a curriculum.
6. Presentation by EUROSTAT, provided by the Head of the Section of Statistical Cooperation for
Latin America and Asia. Ernesto Azorín explained ERETES system, highlighting the
recommendations of the High Level Conference of National Accounts that indicate the use of
common tools for production of National Accounts and the preparation of manuals and guides, and
he ASTRA system, as a tool for the preparation of a plan of implementation of the National Statistical
Strategic.
