Following the detailed technical presentation on the proposed projects in Pekanbaru
and Tanjungpinang, partner cities presented concrete challenges, issues and
opportunities identified, where the provincial and/or the national government plays
a critical role. Representatives from provincial governments, various line ministries
and concerned authorities responded to the issues raised in relation to their
mandates.

Session 2: Bridging the national-subnational-local gaps in urban nexus practice
Part A: “Financing the urban nexus” (Moderated by GIZ)
This session explored existing opportunities for financing nexus initiatives and aimed
to develop recommendation for the enabling framework required to channel public
and private finance into urban nexus initiatives.

Panelists were invited to reflect on the relevance of the nexus approach and explore
opportunities for financing and/or leveraging ongoing initiatives within their
respective mandates/programmes. Panelists reflected on the specific challenges
and opportunities related to the projects in Pekanbaru and Tanjungpinang
presented in Session 1. This session also helped to map the different actors and
reflected on what is required to allow public and private finance into urban nexus
initiatives. This was followed by open discussion.

Part B: “Institutional and regulatory framework for urban nexus” (Moderated by
ESCAP)
This session explored policy option opportunities to leverage nexus initiatives, and
aimed to identify critical components of regulatory and institutional framework at
municipal, provincial and national level to facilitate implementation of nexus
initiatives.
Panelists were invited to reflect on the existing regulatory framework, institutional
set-up and policies and to develop recommendations with an aim to bridge the gap
between national and provincial level within the context of the nexus approach.
Panelists reflected on the specific challenges and opportunities related to the
projects in Pekanbaru and Tanjungpinang presented in Session 1. This was followed
by open discussion.
