the information strategy: empowering people
The strategy’s aim is to transform the quality of information and the way
it moves freely and securely around the system to:
• improve health outcomes and safety
• empower service users and support shared decision-making
Information and IT will support people to take more control of their own health
and care and to work with professionals to ensure that there really is
‘no decision about me without me’ - eg. through:
• a culture of transparency
• more efficient and effective use of information to integrate services
• access and support to use information
• including access to people’s own health and care records

• IBIS – Intelligence Based Information System
• Uses NHS Number wherever possible
• Two functions:
– Case management: Community teams can register patients with long term
conditions and leave information for crews in the event of that patient calling
999
– Clinical coding and feedback: Coding all non-conveyed incidents. Captures
NHS number and surgery code. Electronic falls notifications and electronic GP
summaries from Senior Paramedics.

Matching process – postcode match alert –
designed for busy environments
Matching Address – comparing the live CAD with IBIS
within seconds of the 999 call being picked up
Patient level matching – comparing name, age and
gender with live CAD

• This takes leadership…..
• But first……
– make sure the product is appropriate
– develop implementation in partnership with
clinicians and IT
– Don’t try and fix problems by being overly
prescriptive
