Responsible for the Town’s Engineering Department. Directs and coordinates projects involving
capital program development and execution; prepares project master plans and conceptual plans;
prepares requests for proposals; evaluates proposals, evaluates contractors, and engineering
consulting contracts and other contract agreements; prepares plans and specifications, or coordinates
preparation of plans/specifications by consultants, to construct capital projects; administers, inspects,
and accepts construction projects. Prepares plans, specifications and performs construction project
administration for Florida Department of Transportation Local Agency Program projects with the
Town.
Responsible for the management and oversight for the construction of roadway, bridge, and toll
facilities on Florida’s Turnpike Enterprise. Responsible for multiple construction engineering and
inspection, consultant contracts; negotiated construction contract supplemental agreements and
professional services contracts. Implemented a comprehensive management plan for all assigned
work and functions to improve efficiency, effectiveness and reduce operating costs.
Responsible for inspection and testing for construction projects on the State Highway System in Palm
Beach County; responsible for multiple construction engineering and inspection, consultant contracts;
negotiated construction contract supplemental agreements and claim settlements; reviewed complex
road and bridge plans for constructability. Responsible for a work program in excess of $600 million
dollars.
Responsible for the maintenance of State Roads in Palm Beach County, with supervision of an inhouse staff of 90 employees. The unit had an excellent safety record and achieved the Department’s
goal of overall Maintenance Rating Program score of 80. Assistant Maintenance Engineer for Tampa
Maintenance Unit 1991-1994.
Responsible for the operation of a commercial construction company including estimating,
scheduling, project management, engineering, business management, profit and loss. Constructed a
diverse mix of projects including residential buildings, commercial buildings, precast and prestressed
concrete structures, drainage improvements, and complex amusement park rides. (Ad-hoc, part-time
basis as of March 1994)
