κές όργανώσεις, άλλά καΙ tπιδράσεις στό λεγόμενο "Greek Lobby", στήν
Ούάσιγκτων. Τό «λδμπυ» εΤναι τώρα διχασμένο καΙ σύτό. 01 tπιφορτισμtνοι
μt τήν aποστολή τού tπηρεσσμού τού Κογκρέσσου καΙ της άμερικσνικης Κυ­
βερνήσεως γιό τά θέματα πoiJ tνδιαφέρουν τόν ' Ελληνισμό, tνερyοϋν lινε­
~άρτητα δ iνας άnό τόν δλλο. WΟχι μόνο δέν συνεργάζονται μεταξύ τους,

Rossides καΙ τού όποίο υ πρόεδρος εΤναι σήμερα ό κ. Dean C. Lomis. 'Ο κ.
Lomis, μέ μιά άνσκοίνωσή του, πού δημοσιεύομε στΙς άγγλικtς μας σελίδες,
tπικρfνει μέ άσυνήθη δριμύτητα- πoiJ νομfζομε δτι δtν εΤνσι χρήσιμη fj άσσ­
ραfτητη - τ/ς 6λλες τρείς 'Ελληνοαμερικανικές όργανώσεις, τ/ς όποίες όντι-

προσωπεύει στιΊν Ούάσιγκτων ό πρώην ύφυπουργός ' Εμπορίου κ. Andrew
Manatos. Πρόκειται γιά τfιν American Hellenic Alliance (ΑΗΑ) πού'ίδρυσε πρό
έτους περίπου ό κ. George Ρ. liνanos, τιΊν United Hellenic American Congress
(UHAC) τίjς όποίος πρόεδρος εΤνοι ό κ. Andrew Athens καί τού CYPAC, όργά­
νου τού Παγκυπρίου Συνδέσμου, τού όποίου πρόεδρος εlναι ό κ. Philip
Christopher.
Τό American Hellenic lnstitute, ψυχι'ι τού όποίου έξοκολουθεί νά εlναι
πάντοτε ό κ. Ρωσσίδης_ κατηγορεί τίς άλλες τρείς όργονώσεις δτι στιΊν
πρόσφατη μάχη στό Κογκρέσσο, aκολούθησαν διαφορετικούς στόχους κοί

έθεσε τήν aνακοίνωση τού American Hellenic lnstitute, aμφισβήτησαν τίς έκτι­
μήσεις τού κ. Lomis καί έξέφροσαν δυσαρέσκεια καί έκπληξη γιά τιΊν έπίθεση .
'Αλλά δf.ν έλάβαμε άλλη συγκεκριμένη άπάντηση στόν χρόνο πού έιχαμε
στι}ν διάθεσή μας, γιά τήν έκδοση τού τεύχους αύτού.

έφημερfδες κοί έχουν λεχθεί aπό πολι­
τικές προσωπικότητες, σέ ώρες πού ή ·Ε­
ξουσία ήταν aντικείμενο όνείρων. "Ισως
κάποιο dίσθημα προσωπικής ένοχίjς νά
εΤχε aνασταλτική έπενέργεια στΙς έτερο­
χρονισμένες aντιδράσεις.
' Αλλά κοί ή ' Ομογένεια, aποδυναμω­
μένη καί διασπασμένη aπό τίς δραστη­
ριότητες τών έλληνικών πολιτικών κομ ­
μάτων κοί μέ αΙσθητές πλέον τίς ρωγμές
στό «έλληνικό λόμπυ», - δ πως δείχνει τό
έξώφυλλό μας -έχασε τfιν λαλιά της.
Βεβαίως, οί όμογενείς συνήθισαν νά δt­
χωνται χαστούκια χωρίς νά άντιδρούν
δπως πρέπει.
Φιλήσυχοι καί aνιδιοτε­
λείς πάντοτε, μόνο πίκρα δοκιμάζουν
aπό τΙς aμφισβητήσεις τού πατριωτι­
σμού τους. Μαθημένα τά βουνά άπό
χιόνια . .. 'Αλλά, αύτή τfιν φορά, οί aμ ­
φισβητήσεις καί οί ϋβρε ις δi:ν εlνοι δη­
μοσιογραφικές. Προέρχονται όπό tπί­

βερνήσεως. Τό γεγονός δτι οfέκτιμήσεις
του δεν προωριζόταν γιά δημοσίευση ,

σεις παίρνονται aπό άλλα κέντρα έξουσίας, εlναι συζητή­
σιμη καi ή πραγματικιJ ώφέλεια ποu έχουμε.
»Κατόπιν των aνωτέρω θεωρω δτι πρέπει νό βρεθεί ένας
άλλος δρόμος έκμετάλλευσης τού όμογενειακου στοιχείου.
Χρειάζεται κατa τιJν γνώμη μου ένα διακομματικό aποδεκτό
μακρόπνοο σχέδιο, μέ ένδιάμεσους καί τελικοuς όντικειμε­
νικοuς σκοπούς, ποu νό στοχεύει στr) δραστηριοποίηση τού
συνόλου τίjς όμογένειας καi Ιδιαίτερα τής βάσης.
"'Η προσπάθεια πρέπει νa έχει διεύθυνση έκ τών κάτω
πρός το άνω. Πρέπει νό εΤναι ή δραστηριότητα τfjς όμογέ­
νειας συνεχiις καi νό δύναται εύκολα νό tνεργοποιηθεί τό
σύνολο αύτής γιό δυναμικfι παρουσία.
»Ηναι τό μόνο ποu ύπολογίζουν ο1 'Αμερικάνοι καΙ τό
' Ελληνικό συμφέροντα. Πέραν τούτου, έχουν έξαρτήσει τό
μόνο πού μπορεί δυναμικό νό διαμορφώσει tντυπώσεις
συμφέροντά τους όπ' εuθ.είας με τό aντίστοιχα του αμερι­
κάνικου καπιταλισμnυ καi συχνό γίνονται πολέμιοι των κά­
ποιων προσπαθειων κοινωνικοποίησης στήν Πατρίδα γενό­
μενοι βέβαια φορείς των όμερικανικων συμφερόντων καi
του όδίστακτου κεφαλαίου.
ΗΠΑ. • /σως καΙ ο1 'Αμερικάνοι νό έχουν καταλάβει δ τι στfιν
πραγματικότητα δέν έχουμε Lobby, με τiιν έννοια τού
συνόλου τfjς όμογένειας, γι' αuτό καΙ of άποφάσεις τους δf:ν
φαίνεται νa tπηρεάζονται άπ' αύτό. ' '
»Στήν πολιτική τους έκφραση, έίτε διότι έχουν
έμποτισθεί aπό τήν πλύση έγκεφάλου, ε'ίτε λόγω συμφέ­
ροντος, παρουσιάζονται λάτρεις του ψυχοπολεμικου μιλι­
ταρισμου καi aποπνέουν μία aπαράδεκτη φασιστική νο­
οτροπία, ή όποία ύπερακοντίζει τήν aντίστοιχη των άμερι­
κανών, οί όποίοι σε τελική όνάλυση ύπερασπίζονται τό σύ­
στημα καi τό συμφέροντά τους δπως αύτοi τό aντιλαμβά-
στήν κοινή γνώμη καi νa tπηρεάσει τιJν κυβέρνηση των

άλλά καί τόν βαθύ πατριωτισμό πού διακρίνει τούς "Ελλη­
νες τής Διασποράς. 'Αντιμετωπίζει τr']ν 'Ομογένεια όδιαφό­
ρως πρός κάθε πολιτικr'] lj Ιδεολογικr'ι τοποθέτηση, σάν ενα
όναπόαπαστο καi πολύτιμο κομμάτι τού έθνικοΟ κορμοΟ,
τιμά καΙ άναγνωρίζει τr']νάυμβολή της ατά έθνικά θέματα καi
καταβάλλει κάθε δυνατr'] προσπάθεια γιό τr']ν έξυπηρέτηση
τών πολιτιστικών καί θρησκευτικών άναγκών της. Γιά τόν
σκοπό αίιτό, 'ίδρυσε εΙδικό 'Υφυπουργείο 'Αποδήμων, άνα­

Meeting the Challenges of the Eighties
An interview with Mr. John Neroutsopoulos, Managing Director
ls it a bird? ls it a plane? Νο, it's a huge
bottle of Demestica wine floating in the
sky, and it's heading East. Superman is not
propelling it on its journey because it's
actually an 84-foot long balloon in the
shape of a wine bottle. Launched by the
DECEMBER 1, 1984
Achaia Clauss company, Greece's largest
producer of wine, it is floated at international trade fairs in which Achaia Clauss
participates. The balloon is probably as
good a symbol as any of the company's
dynamic, imaginatiνe marketing strategy
designed to boost sales in new markets all
oνer the world. Achaia Clauss has geared
up for growth in the eighties and has
targeted, the American continent, Asia,
and specifical ly Japan, for a massiνe sales

effort.
" lf it doesn't work in Japan, then it's not
worth trying for any other Asian country;
the )apanese market is huge," )ohn Neroutsopo ulos, Managing Director of
Achaia Clauss told to Η ΝΕΑ YORKH
during a recent visit in New York City.
Neroutsopoulos pointed out that,
while 80 percent of all wine produced in
the world is European, 85 percent of it
comes from Mediterranean countries.
The result is a wine surplus in the European Economic Community (EEC) every
year.
"lt doesn't take much figuring to
realize that when Spain and Portugal
e nter the European Community, the prospects for the Greek wine industry cou ld
be pretty bleak," Neroutsopoulos told us.
''τhe Free market is shrinking every day
because of goνe rn ment interference and
the re is stagnation in Greece and abroad.
People are spending less on consumer
goods, including wine, and the money
they do spend on wine we have to
compete for agai nst European wines,
African wi nes and other Mediterraneanprod uced wines, including those from
France and ltaly."
Neνertheless, sales figures for Achaia
Clauss are impressi νe. Total sales in 1982
w e re 15 million liters of wine. That was
upped o ne million lite rs in 1983 and 1984
is eχ pected to top off at 18 million liters.
Not counting resinated wines, the
company commands a hefty 25 percent of
the Greek market. The Greek public still
prefers its traditional glass of wine to a
mug o r bottl e o f beer. Figures indicate
that the per capita consumption of wine
in Greece averages 43 liters, compared to
beer at 26.3 liters.
Achaia Clauss's present product range
encompasses red, white, and rose wines.
Demestica is its most popular white. "lt
is," )ohn Nero utsopoulos told us, " the
leadιng dry white wine in Greece. Scratch
a_ wine drinker almost everywhere and ask
hιm to name a Greek wine and it's sure to
be Demestica. lt's w ell distributed abroad
and tourists in Greece can find it eνery­
where."
Other names o n the company's roster
of wines are the vi ntage white Santa
Helena, Demestica Red, Santa Rosa, the
ν intage red Danielis, and a superb, fu llbodied red, Chateau Clauss. lmiglykos isa
semi-sweet and there are two newcomers
of high quality: Nemea and Patras. The
oldest and probably most well known of
the company' s w ines is Mavrodaphne of
Patras A.O.C. Si milar to port, it is sweet,
sm?oth and elega nt. Considered by connoιsseurs to be one of the finest dessert
wines in the world, Mavrodaphne represents Gustav Clauss's most distinguished contribution to the art of
winemaking and, if the legend is accu-

For oνer a decade now, exports have
been t he keystone of the company's marketing strategy. Expanding present and
penetrating new export markets is a
constant company goal. ln terms of
overall Greek production for export in
bottles, one-third of it consists of Achaia
Clauss w ines.
The company's biggest market to date
is West Germany, which bought 30,000
hectoliters of wine in 1983. By comparison, the United States boug ht 15,000
h.l., Canada 5,000 h.l., the United Kingdom 3,000 h.l., and Belgium 2,500 h.l.
Eight thousand hecto liters were sold to
other European countri es, while the rest
of the world bought 1,300 h.l. Achaia
Clauss has shown an increase oνer 1983
exports of 2,500 hectoliters, while projections fo r 1984 stand at 75,000 h.l. total,
an i ncrease over 1983 of about 10,000 h.l.

company i n an industry where
modernization must stop at the point
whe re it begins to endanger the traditional w inemaker's art.
The company's chief oeno logist is Mrs.
Flerianou, who has been with Achaia
Clauss for 16 yea rs. She heads a team that
decides w hich g rapes will be bought
eνery yea r. She and her chemists perform
hourly tests on the wine during eνery
stage of the bottling process.
Th e traditional oak barrels of the past
ha νe g iνen way at Achaia Clauss to gigantic tanks, with a capaci ty of 600,000
hectoliters. This kind of capacity puts
Achaia Claus~ into the ranks o f the top

rate, a tru e labor of love. Named for a
pretty, dark-eyed, dark-haired girl named
Daphne, with whom Clauss was in loνe,
the wine conti nues to be made today as it
is its originator's lifetime.
ln addition to the above-mentioned
products, Achaia Clauss produces ouzo,
brandies, liqueurs, vodka, aperitifs, bitters, sparkling wines and vermouth .
The old wine ce/lar at Achaia Clauss
fiνe companιes in Europe in terms of
production. The tanks in the bottling area
are automatically fi lled by an electronically contro lled system. The three bottling
lines are capable of fill ing 350 bottles a
minute.
Before bottling, the wine is cooled to
minus 5ο Centigrade. This causes the tartaric salts to become crystallized so that
they can be filtered o ut. Then the wi ne is
pasteurized and bottled at 52ο C.
The company's productio n methods
insure that, with the exception of the
νiι1tage labels, eνery bottle of wine it sells
wi ll taste the same eνery time. Buy De mestica, says John Neroutsopoulos, and it
wi ll taste exactl y the same as the last bottle
you drank.
Neroutsopoulos is proud of the fact
that during the past th ree years the company has inνested close to one b illion
drachmas in a new bottling plant and new
administration building in Patras, as we ll
as a new home office and distribution
center in At hens. The latter houses a
compute r w hich is capab le of handling
eνery facet of the company's business,
except, of cou rse, for actually making the
wine. Robotics has not as yet inνaded the
domain of the w inemaker.
The growth plans of Achaia Clauss do
not stop at buildin gs and computers,

fairs all over the world, as well as in

15 top-class awards. ln 1983, Acha ia Clauss
won the Export Prize awarded by the
Athens Chamber of Commerce.

capital can be remitted, along with payouts on royalties and management fees.

Regretfully, the failure to significantly
reduce aid to Turkey and to include the
Pressler/Biden amendment in the Con tinuing Resolution on Appropriations
resulted in substantial part from the
misguided actions of UHAC, ΑΗΑ, ΡΑΑ
and their spokesman in Washington,
Andrew Manatos, who .undermined the
position and efforts of ΑΗΕΡΑ and
AHIPAC.
Mr. Andrew Manatόs worked in February and March and thereafter for a $35
mi llion reduction in military aid to Turkey
to achieve a 7:10 ratio with Greece (a
foregone conclusion) and did not support binding conditions for the return of
Famagusta/Varosha and for · the removal of Turkish troops. His actions on
behalf of UHAC, ΑΗΑ and ΡΑΑ caused
disunity in our community and created
confusion in Congress and prevented
νotes in the House Foreign Affairs Com-
mittee and on the House floor on the
Famagusta/Varosha conditions and
damaged the efforts of ΑΗΕΡΑ and AHIPA also in the Senate.
Mr. Andrew Athens in the press release
prepared by Andrew Manatos dated
October 5, 1984 stated that ''τhe United
States Congress has made an historic beginning in changing our tilt toward Turkey and has sent a message to that nation
regarding its intransigence on the Republic of Cyprus." Nothing could be
further from the truth.
The actions of this Congress were certainly no such beginning. lf there was a
beginning, since the successes of 197476, it came two yea rs ago when Senator
Biden of De laware was instrumental in
reducing supplemental aid to Turkey
by $65 mi llion in order to send a message
to Turkey that we meant business. Valiant
efforts to bu ild on that new beginning
w ith conditions regarding the return of
Famagusta/ Varosha set forth in the
Pressler/ Biden amendment in the Senate
and the Feighan bill, as amended, in the
House, were undermined by the tactics
of UHAC, ΑΗΑ, ΡΑΑ and their Washington representatiνe.
Both AHIPAC and ΑΗΕΡΑ have been
repeatedly frustrated in their efforts
throughout 1984 when their joint effort
to place binding conditions on aid to
Turkey was shattered by UHAC, ΑΗΑ,
ΡΑΑ and Andrew Manatos who advocated different objectiνes,namely a simple
reduction in aid to achieve the 7:10 ratio
without conditions. Throughout the
year, ΑΗΕΡΑ and AHIPAC efforts were
undermined in congressional committees and with individual membersof Congress by the comments and confusion
created by Andrew Manatos, the Washington representative of UHAC, ΑΗΑ
and ΡΑΑ, who sought different objectives.
lf we are to succeed in our efforts to
remove the Turkish troops from Cyprus
and obtain the return of the occupied
territories, we must all work together
toward that goal, and the practice of
misleading and confusing our congressional representatives and our community must stop immediately. The
American Hel lenic community and the
general public cannot be deceiνed by
calling defeat a victory.

of AHIPAC aπd the late Harry Pulos of
ΑΗΕΡΑ, introd uced his amendment
which gaνe Greece the concessionary
loaπ terms. Coπgressman Broomfield's
ameπdmeπt was passed by νo ice νote in
Committee ίπ March, and.then was passed by the full House οπ May, 9, 1984 aπd
retained in the Confereπce Committee's
final bill.
The October 1, 1984 report by Ms. Elleπ
Liapsof'l.. of the Coπgressioπal Research
Serνice titled : The 98th Coπgress aπd
Turkey: Attitudes aπd Actioπs , is eνid­
eπce of the confferent committees used
a curious νariety of approaches to the
issue, leadiπg to speculatioπ that the socalled Greek lobby had fai led to orgaπize
a unified campaign, and was adνocatiπg
seνeral diffe rent solutions simultaπeous­
ly." The report also states that 'Έach of
these groups had different priorities aπd
pressed for different elements in the
foreigπ aid bill as reflectin~ their primary
coπcerπs." lt was also contaiπed in the
report that "The Greek-Americaπ community continued to demoπstrate ... its
iπterπal diνersity ." The report stated that
ίπ regard to the Cyprus promblem "cutting aid to Turkey beyoπd the πow­
routine restoratioπ of the 7:10 ratio, was
a necessary way to send a sigπal to Aπka­
ra." (Emphasis added.) The report coπ­
cludes, howeνer, that "ί π part because
of the efforts to achieνe other goals as
well. .. concessio nal aid to Greece, aπy
more thaπ reducing Turkey's aid to the
$715 millioπ leνel."
The disunity preseπted before the Coπ­
gressmeπ aπd Seπators must ποt happeπ
again. We haνe our hoπorable objectiνes
of supporting the rule of law, remoνiπg
the Turkish inνasioπ force from Cyprus
aπd the returπ of the occupied territories.

tary-general of the United Natioπs, died
Monday, his family annouπced .

Mr. Staνropoulos, aπ expert on the
law of the sea, serνed ίπ the Uπited Nations from 1946 uπtil he retired in 1974.
He was uπdersec retary general in charge
of the U.N. General Assembly from 1969
to 1971.
Mr. Staνropoulos also serνed ίπ the
Greek goνerment from 1975 to 1977 as
undersecretary for foreigπ affairs under
Prime Miπister Costaπtiπe Caramaπlis.
Born in Athens in 1905, Mr. Staνropou­
los studied at Athens Uπiνersity aπd the
Lοπdοπ School of Ecoπomics . He was a
lawyer in Athens duriπg the 1930s.
Duriπg World War 11, he serνed in
Lοπdοπ as a legal adνiser to the Greek
embassy and presideπt of the Greek
Shipping Court.
Mr. Staνropou los was the U.N. legal
adν iser on Palestine and U.N. represeπ­
tatiνe ίπ Korea before becoming undersecretary for legal affairs in 1955.
He also was the secretary-general's

Reviews Cyprus Fi nds
Over 120 people attended the ΑΗΕΡΑ
Cultural Foundaton's lecture and' Over
presentation by University of Pennsylvania archaelogists Murray McCiellan and
Pamela Russell on their recent archaeologica l discoveries at Kalavasos-Ayios
Dimitrios in Cyprus. The event was held
at Georgetown University in Washington,
DC, on November 16. Α reception featuring Cypriot wine followed the presentation.
Over 100 archaeological sites have
been located in the valley where McCiellan and Russell have made their recent discoveries. While the excaνations
at Kalavasos-Ayios Dimitrios date from
the Middle Bronze Age (c. 2.000 B.C.),
"the main goal of the Vasilikos Valley
Project is to provide as complete a picture
as possible of the entire history of h.u man
life in the valley, from the earliesι settlements until the advent of recorcted history," Dr. McCiellan said. ''τhe project began with the excavation of the neo-lithic
site of Kalavasos-Tenta, and radiocarborn
dates from the Tenta range as far back as
7000 B.C., making Tenta the earliest
known inhabitation on Cyprus."
Russell described their excavation of a
dating from the 13th century B.C. The
tomb, lavishly decorated with gold, is
considered one of the richest tombs of
the Late Bronze Age that has been found.
''τhe gold jewelry from the tomb indicates a mixture of influences from
both the east and west," she noted, "and
some of the types seem Mycenaean while
the bracelets and earrings seem to be
of Near Eastern inspiration. As has happened so often in its history, we see
Cyprus lying at the crossroads of the
Eastern Mediterranean."
Archaeologists have determined that
Ayios Dimitrios was a large, well-planned
settlement around 1325-1225 B.C.,
whoes economy was based on trading
copper from the Kalavasos mining area.
Although few inscriptions have been
found at Ayios Dimitrios, si!ζns etched
on pot handles and some clay cylinders
have been identified as the as yet undeciphered Cypro-Minoan script.
ln addition to the jewelry, some particularly firie pieces of local and possibly
imported pottery were found. Excavators
have also found some stone items, two
Egyptian glass bottles, and a rare gold
and glass box.
Archaeologist Russell conc luded that:
"The excavations at Ayios Dimitrios will
have much to tell us about life in Late
Bronze Age Cyprus, a time of large-scale
international trade and conflict. We have
much work ahead of us in studying and
publishing these important finds. ln the
meantime, however, there is nothing
wrong in enjoying thesewonderful works
of art from antiquity."
Murray McCiellan, a former cecretary
of the American School of Classical
Studies in Athens, has lectured extensively on ancient Greek history and participated in excavations in Corinth,
Greece; Demeter Sanctuary in Cyrene,
Libya; Tell el Mazar, )ordan; and Tell el
Hesi, lsrael. Pamela Russell is a widelypublished archaeologist specializing in
ceramics. She has participated in excavations at Gordion, Turkey; Lepreon and
Corinth, Greece; and Tenta, Cyprus, and
presented the official reports on the
1982 and 1983 seasons at Ayios Dimitrios
to the Archaeological lnstitute of America.

ATHENS-The Greek Parliament, many
of whose members suffered brutality
under t he country's former military dictatorship, unanimously passed a law
Tuesday outlawing torture and setting jail
terms for offenders.
Government officials said the law under which torturers can go to prison for
life if the victim dies, and for 20 years if he
survives - made Greece the first country
in the wor ld to include a specific ban on
torture in its penal code.

annual foreign policy conference on
February 7-8, 1985, at the Mayflower

somewhat strained in the last ten years,"

honored by HANAC
More than 600 people attended the
11th annual dinner-dance of the Hellenic
American Neighborhood Action Committee, held last Saturday night, October
27, at the Plaza Hotel to honor the organization's founder and chairman, George
Douris.
Brooklyn Borough President Howard
Golden serνed as toastmaster and
Queens Borough President Donald R.
Manes was the main speaker. Others who
spoke included Bronx Borough President
Stanley Simon, Staten lsland Borough
President Anthony Gaeta, City Council
President Carol Bellamy, State Republican Leader George Clark, )r. and Bronx
Democratic Leader Stanley Friedman.
Archbishop lakoνos, primate of the
Greek Orthodox Church of North and
South America, addressed the large
crowd and praised HANAC for serνicing
the needs of Greek-Americans throughout New York.
City Fire Commissioner Joseph Ε. Spinnato, Police Commissioner Benjamin
Ward, Teamsters' Union President Willie
Whe lan, Supreme Court Officers' President Matthew O'Reilly and a score of
other union leaders also attended.

Circle, a group of Political and City Hall
reporters, praised HANAC's work in
aiding all the people "regardless of race,
color or creed. "
He said "we haνe been in many battles . . . some we won; some we lost ... but
we are still in business 11 years later ...

employees and $75,000 budget--"today
we haνe 1,100 employees and a budget of
$21 million."

Marxism has many ·faces in Balkans

SOFIA, Bulgaria - Conflicting political
ideologies and economic systems clash in
.the Balkans, once known as Europe's
most unstable and e xplosiνe area.
Today, different interpretations of
Marxism diνide the communist countries
in what was once called 'Έurope's soft
underbelly." Yugoslaνia's diluted form of
communism contrasts sharply with Albania's isolated orthodox rigidity. Bulgaria's relatiνe economic successes
underline nearby Romania's unending
slide toward penury.
Farther south, Greece, a wobbly
member of the North Atlantic Treaty Organization, is experimenting with socialism and courting the Soνiet bloc.
Α four-week tour of the area reνealed
strongly embedded nationalism, considerable ferment in some countries,
signs of pragmatism in others, and brutal
regimentation in Romania and Bulgaria ;
The Washington τimes was unable to gain
entry into Albania, a country hailing the
late Soνiet dictator Jose'j:>h Stalin and
eschewing all other forms of communism .
The Balkans stil l cast a considerable
shadow oνer the rest of Europe. lt was in
the city of Sarajeνo, now in the Yugoslaν
Republic of Bosnia-Hercegoνina, that the
shot that started World War I was fired,
killing. Austrian Archduke.Ferdinand and
plunging most of Europe into conflict.
Empires crumbled, communism was born
and much of the old continent's map was
redrawn.
Between the two World Wars, the
frontiers of the Balkans were blurred in
the minds of most outsiders. The stereotypical image was that of a "Ruritania,"
where kings in gold-braided uniforms
were surrounded by corrupt courtiers,
and impoνerished peasants toiled
without much reward.
Communist systems were implanted as
a result of World War 11 - except in
Greece, which was secured by the West

Now, Greece's socialist Premier Andreas Papandreou has become a
considerable thorn in ΝΑTO's side,
paying official νisits to communist countries and backing the idea of a "nuclearfree" zone in the Balkans formally
launched by Bulgaria's president and
party leader Todor Zhiνkoν in 1981.
Western diplomats consίder the plan a
non-starter simply because the Balkans
are diνided between ΝΑ ΤΟ and Warsaw
Pact members, non-aligned Yugoslaνia
and isolated Albania.
ln addition, many countries are
opposed because of territorial claims and
the fate of νarious ethnic minorities. Το
wit: Bulgaria would like to annex the
Yugoslaν Republic of Macedonia and
ethnic Albanians in Yugoslaνia clamorfor
what amounts to semi-autonomy in conjunction wίth Albania. Romania, which
some consider to be on the Balkan perimeter, has a Hungarian minority of 2.5
million that feels discriminated against.
Some diplomats in Bucharest belieνe
that had it not been for the restraining
domination of the Soνiet Union, Hungary
and Romania would haνe been plunged
into war.
The nuclear free-zone plan is also
supposed to inνolνe Turkey, which holds
a small tip of the Balkan peninsula equiνalent to 5 percent of that country's total
territory. ΝΑΤΟ members Turkey and
Greece both haνe nuclear missiles stationed on their soil, and it is assumed that
Mr. Zhiνkoν's plan was aimed at remoν­
ing such weapons. The beneficiarywould
be the Soνiet- led Warsaw Pact nations.
But while the socialist goνernment in
Greece supports the nuclear-free area or
at least discussion on the subject, Turkey
regards it as a waste of time and a communist ploy. Nonetheless, should a Balkan summit eνer take place to aίr
project, Turkey might attend si
aνoid isolation and reduce the nnc:c:ιιΓ\ιΡ
impact of Greece.
For years, the term "Balkanization"
been accepted by diplomats and
scientists as symbolizing rifts and
mentation. The term has not lost
ominous significance eνen 40 years
World War 11.
The problem is epitomized in
laνia, which has no fewer than 24
and lesser ethnic groups and needs
satisfy νarious nationalistic factions with
a federal system of goνernment.
Other Balkan countries are far
enlightened. Albania brutally sunnr-.•cc...
all forms of religion and only
indicated willingness to allow

ATHENS-Prime Minister Andreas Papandreou says his Goνernment is following a moderate policy toward the
United States and does not want a confrontation with it. But he says he will continue to pursue an independent foreign
policy eνen if this displeases other
Western nations.
ln an interνiew published Monday in Ta
Nea, a pro-Goνernment Greek newspaper, the Socialist Prime Minister said
the frictions with the United States arise
mainly because Greece does not want to
become a satellite state of the United
States, because Athens does not share
between Greece and Albania's Greek
minority. Bulgaria simply ignores the
national aspirations of its dwindling
group of ethnic Turks. Ethnic Germans
are leaνing Romania at a rate ot 12,000 per
year but there is no solution nor official
acknowledgement of the problem of the
mass of Hungarians within Romania's
boundaries.
The image of Ruritania has been
relegated to the world of films. Except for
Greece, which has a free-wheeling
democratic system, the kings haνe been
replaced by tough communist regimes.
The peasants still toil but, because of the
nature of the communist system and its
craνing for industrialization, appear to be
better fed than the inhabitants of the
cities.
. ln fact, at least one-third of the populatιon that flocked to the new factories
surrounding the major Balkan cities relies
on food supplied by thεrir relatiνes who
remain on the farms, whether collectiνe
or priνate.
The Balkans are more diνersified than
any other area of Europe of similar size.
There is a world of difference between
the Sloνenian capital of Ljubljana or Croatia's Zagreb in the north and the dogeared Bulgarian νillages near the Turkish
border. The νestiges of centuries of Ottoman rule are still eνident in much of the
peninsula.
Aboνe all, the area's inhabitants are
rarely compatible, eνen though many
share their Slaνic origin and can understand each other's languages.
The Balkan countries, it seems are
incapable of any lasting or fruitfuί cooperation. lf anything, they are drifting
further and further apart.

American concern that the Communist
bloc isa threatand because Washington is
pursuing what is seen in Greece as a proTurkish policy.
"We haνe followed a moderate policy
toward the United States, in recognition
of its role as a superpower," he said. "We
do not want a confrontation, we are too
small a country for a confrontation. But
what the U.S. must understand is that we
are an independent country, that the soνereign power is the people and that its
elected Goνernment represents this
people and follows a policy in the
interests of our country. When the United
States understands this, όur relations will
be improνed greatly."
Mr. Papandreou said his Goνernment's
stand was a result of Greece's being
dominated and dictated to ny American
goνernments in the past.
The Goνeiηment has been criticized by
the United States and other Western
goνernments for adopting positions that
are seen as pro-Soνiet.
The Greek Socialist leader said Greece
would not leaνe ΝΑΤΟ because this
might add to Turkey's strategic importance against Greek interests; but, on the
other hand, Greece would not take part
fully in ΝΑ ΤΟ as long as the alliance did
not recognize the Turkish threat and
protect Greece from it.
