A Monthly Digest Greece in America of the American Press Greek Shipowners Union Split Over Reform Issue By VICTOR WALKER The Journal oj Commerce January 26, 1982 ATHENS - The Union of Greek Shipowners emerged from this month's elections deeply divided over the issue of reform, with some board members questioning whether Aristomenis Karageorgis wi ll serve his full three yea rs as president. Mr. Karageorgis, who is head of Karageorgis Lines of Piraeus, was the sole candidate for president when selected by the union's council. Another candidate Gregory Callimanapaulas of Hellenic Lines of New York, Piraeus and London, withdrew his name at the last moment, citing philosophical differences on how the union should be led. Union elections are held every three years. Mr. Karageorgis became interim president in January 1981, when pressure of work forced the London-based Antony Chandris to bow out after six years in office. Mr. Karageorgis was vice president throughout the Mr. Chandris' term. In a letter to board members, Mr. Callimanopoulos announced the withdrawal of his candidacy. The letter was made available by Piraeus sources, who said the cracks in the union can no longer be papered over. The sources insist that it is not a clash of personalities, but a dispute over the type of union administration needed to confront a wide mix of problems - internationally and in Greece - that constitute the greatest threat ever to the survival of Greek shipping. Some of these issues were touched by Mr. Callimanopoulos in his letter, in which he revealed that he had been asked by Mr. Chandris to take over as president in 1981 but had declined because of business and personal obligations. When the request was repeated this year " by various fellow shipowners," he agreed to stand, he wrote in the Jetter. " I did so because I fe lt that at this time there was a critical need for change in our leadership ... (to) enable us to deal with the new developments that Greek shipping is experiencing in the light of increasing flag discrimination, our country's entry into the European Community and the change of government in Greece." The letter said he hoped that he could FEBRUARY 1982 "bring some tresh Ideas anCl approaches that have been lacking in our recent dealings inside and outside Greece." But, he added, he had set two conditions. First, he said the secretariat of the union should be strengthened to give a greater role to board members and decentralize that of the president. This change he felt was necessary to align "our union with modern realities and allow equal efficiency with other shipowning unions of large maritime nations." The second condition was that there should be a broad consensus in support of his candidacy. Times, Sunday Jan. 24, 1982) ATHENS - A political consensus (relatively unusual in Greece) seems to have emerged about the first 100 days of Prime Minister Andreas Papandreou's Gov~rn ment: it has abandoned many radical plans and retreated to Western European-style Social Democratic government behind a screen of Socialist rhetoric_ Although Mr. Papandreou has repeatedly stepped on Northern European and American toes, he has backed off from threats to leave the Northern Atlantic Treaty Organization and the European Common Market. At home, Mr, Papandreou has consoled left-wing supporters with social and political reforms, while leaving business interests relatively unscathed. Conservative opponents were quick to criticize what former Defense Minister Evangelos Averoff called "the Government's contradictory policies on critical domestic and foreign issues and its inability to fulfill its pre-election promises." Accusing Mr. Papandreou of having "perfected the tactic of glorifying retreat," Constantine Mitsotakis, a former Foreign Minister, said that "Papandreou is occasionally compelled to play the lion to give the impression of fulfilling his previous foreign policy threats , but in effect he changes nothing." "Playing the lion" has included refusal to join in NATO warnings of sanctions to punish Soviet involvement in Poland, embracing Palestinian leader Vasir Arafat and opening a Greek embassy in Havana. Government officials said they were demonstrating discontent with American handling of Greek foreign policy interests, particularly Cyprus and other disputes with neighboring Turkey, a fellow NATO member. They hope these tactics will win concessions in negotiations this winter on the fate of United States bases in Greece. Athens wants a new defense and economic agreement that will establish a balance of military Greek fears of attack by Ankara. The agreement, Athens officials say, would enable them to increase spending on ambitious social welfare programs. In another controversial move, Greece last week agreed to resume servicing Soviet naval supply vessels. When the previous Conservative Government inaugurated this service in 1979, Washington pointedly reminded Athens of its NATO obligations; ultimately, Soviet naval customers were turned away. Last week, the State Department expressed its regret "particularly at this time" at the Greek decision, adding that "it detracts from the security of the region." Mr. Papandreou's "nationally proud and independent" foreign policy has silenced left-wing critics in his party and in the proMoscow Greek Communist Party. It has 26 also helped divert attention from the Government's domestic economic program, which has disappointed many left-wingers. Indeed, the Socialists have provided generous increases for workers and pensioners in the lower~income brackets as well as index-pegged wages and the 40-hour week. But there have also been incentives and reassurances for businessmen to encourage investments. Threats of nationalization and "socialization" have not materialized; private enterprise remains the backbone of the economy. On the social front, the Government has moved swiftly. It has started action to lower the voting age to 18, abolish capital punjsh~ ment, improve prison conditions, legalize abortion, promote equality on the sexes and establish civil marriage. At a stormy protest meeting last week, the country's Greek Orthodox hierarchy denounced civil marriage as "prostitution and adultery" and warned that couples married outside the church would "automatically" remove themselves from its rolls. The Government has also stirred old political embers by granting recognition to the Communist-led anti-Nazi resistance of World War II, by abolishing official commemoration of rightist victories in the 194649 civil war and by accelerating the return of nearly 40,000 Greeks who fled to Eastern Europe after the Communist defeat in 1949. Mr. Papandreou's critics argue that such measures are largely psychological and cost-free and are alternatives to far-reaching social change. The Government has drawn sharper partisan criticism for its extensive purg~s of the civil service, state-controlled radiO and television networks and the labor movement. Conservatives have warned that such moves, and the staffing of state machinery with Socialist Party stalwarts. are designed ultimately to establish a one-party state. But many Greeks recall that the Conservatives often did much the same, or worse, during their seven years in power. Regardless of disappointments during its early months, the Socialist Government appears securely in place for the remaining four years of its term. Mr. Papandreou has won the cooperation of the military by changing the leadership, granting generous economic benefits to officers and by foreign policy chauvinism. Discontent in the church is discounted and the Conservative and Communist opposition in Parliament have relatively few seats. President Constantine Caramanlis, the Conservative leader who restored civilian government in Greece in 1974 after seven years of military rule, retains substantial powers under the Constitution. But as yet, Mr. Caramanlis has not found reason to intervene in the political process. No. ____________________ "NEW YORK·· Greek Socialists Will Try to Abolish Jail Terms for Adultery (Special to the New York Times) ATHENS, Jan. 17-The Greek Socialist Government is extending its drive for social change by seeking the abolition of adultery as a crime punishable by jail. The Government bill aimed at doing this is part of the Socialists' drive to revise the country's fam ily law and penal code, against the opposition of conservative legislators and bishops of the Greek Orthodox Church, who warn that a result may be the disruption of traditional family patterns. Stathis Alexandris, the Minister of Justice, said that his bill would abolish provisions that make adultery punishable with prison terms of up to a year and that forbid remarriage for any person sentenced for the offense. As in most Western countries adultery would remain a ground for divorce. Mr. Alexandris expressed confidence that his bill would be passed by an overwhelming margin this month. "Existing laws," he said, "arc outdated when compared to social realities, since for some time now the offense has been accepted as a somewhat ordinary phenomenon, not deserving such strict punishment. Not even stoning people to death has prevented adultery. " Law Demanded Concrete Evidence The minister said that existing legislation had led to "unnecessary humiliations of human dignity." Since the law demanded concrete evidence of the offense, the aggrieved marriage partner who wanted the offense prosecuted was obliged to catch the couple in the act and then put the evidence before both the police and the courts. In most cases this required the breaking down of apartment doors to catch the couple by surprise, the employment of a photographer, the assistance of detectives to make the arrest and then the forceful transportation of the couple to the nearest police station. The discovery of a half-dressed couple in a bedroom was often deemed inadequate evidence. In recent years, Greek courts had already begun exhibiting some leniency, but even in 1980 a total of 61 men and 45 women were sentenced to prison for adultery, compared with 75 men and 70 women the year before. The presentation of the Government bill has Jed to a fourfold increase in the number of adultery cases heard by courts every day, brought by persons anxious to get their partners sentenced prior to passage. Justice Minister Alexandris declared that such practices had to be abolished to bring Greece in line with other European countries. FEBRUARY 1982 The measure on adultery, included within a bill that would a lso establish civil marriege and end the church's monopoly of marital ceremonies, has abeen welcomed by most people directly involved in prosecuting adultery. The Athens Bar Association hailed the end of the "barbaric" practices involved and termed the projected changes "a major step forward in the country's social evolution." Constitution experts within its ranks also argued that punishment of adultery was a violation of human rights, as specified by the Treaty of Rome establishing the European Economic Community to which Greece belongs. Pr ivate detectives, whose profession has flourished through the pursuit of such cases, predict a slight increase in adultery upon the withdrawal of the prosecution threat, but they stress that even now only one-third of discovered cases go to court. Greek wives, they say, have been particularly unwilling to press the matter, being more anxious to save their marriage and avoid the social stigma attached to divorce. Furthermore, Justice Ministry statis tics show that adultery is cited in only 5 percent of the court-granted divorces . The church, however, remains unimpressed by the arguments and declares that it is the only body competent to decide whether adultery should be a punishable offense. Its objections to thi~ change, and to several others planned by the Government, were raised in a recent meeting between Archbishop Seraphim and Prime Minister Andreas Papandreou. Talks on American Bases in Greece Postponed ATHENS-Talks between the Socialist government of Greece and the United States on the future of the American bases in Greece, which were expected to resume in March, are now unlikely to begin before late spring or early summer, informed sources said yesterday. According to the sources, the Socialist administration, which has pledged to close down the bases, is still formulating its final position. Negotiations on the bases between Washington and the previous New Democracy government were suspended last June-four months before the elections that brought the Socialist party of Andreas Papandreou to power-when the two sides failed to agree on terms, special correspondent Andrianna Ierodiaconou reported. The sources said that the Greek side will expect to "start from scratch," disregarding the precedent of the talks with its conservative predecessors. They added that the Papandreou administration is committed to setting up a timetable for the eventual shutdown of the bases.
